The Packers have been producing some sort of game program since the early days of the franchise. Some of the earliest programs were quite small and were more like newsletters. Most pre-1970 programs have some value, although even regular season Packers game programs are plentiful enough to be available for less than $20. NFL championship game programs are worth significantly more, especially those from the Don Hutson era. Condition is vital.
Modern era programs are quite common and while they have some value, especially those from the Favre era which are related to a team or player milestone, keep in mind that thousands were issued and few were discarded.
Programs that do not have stains, rips, tears or missing pages are worth much more than those which do carry that "game worn" feel.
